[Melchior Ndadaye (March 28, 1953 – October 21, 1993) was a Burundian intellectual and politician. He was the first democratically elected and first Hutu president of Burundi after winning the landmark 1993 election.]

[2009] The Dallaire Genocide Fax by Christopher Black  President Ntaryamira was the second Hutu president murdered by Tutsis. President Ndadaye of Burundi was murdered by Tutsi officers of the Burundi Army in October of 1993.

So now imagine, someone else taking over for N’Dadaye, and then another President from Burundi [Ntaryamira] now killed—also assassinated—with the President of Rwanda, six months later [6 April 1994]. So, that person, who killed President Habyarimana and President [Cyprien] Ntaryamira of Burundi....and Major-General Nsabimana…the Rwandan Armed Forces [Forces Armées Rwandaises, FAR] Chief of Staff who was also on the plane...he was the Rwandan [FAR] General, the Chief of Staff. So that person who beheaded two nations, to me, is the one, who is responsible for the death of a million people...Kagame. He pretends that people are not supposed to be angry; because he pretends that he can keep on killing them. Now, who took machetes first? And went down to the streets? All those refugees who surrounded Kigali, who had been angry for four years, who had lost their family members, killed by the [RPA] rebels; they started revenging on everyone… on Hutus and Tutsis....On Hutus and Tutsis, all together; on each and every one.

These were more than a million internally displaced Rwandan Hutus, people who had been terrorized by the Rwandan Patriotic Army from October 1990 to April 1994, as it butchered its way into Rwanda; and possibly a million Burundian refugees, Hutus who suffered massive reprisals in Burundi after the first civilian President, Melchior Ndadaye, a democratically elected Hutu, was assassinated by the Tutsi military in October 1993. There is evidence that the RPA/F pursued “pseudo-operations”—death squads committing atrocities disguised as government soldiers—and evidence that at least some of the infamous Interahamwe militias pursued their campaigns of terror in the pay of the Rwandan Patriotic Front/Army.
